Fact: “Did not visit the unit for a month but received an Php xxx.xx amount on water bill.”
Question: Why?
Answer: Minimum bill charges are usually stated in the contract between a consumer and a specific utility company. This is to ensure the annual revenue level from each customer even if there is zero consumption. This should cover the development, operations, and maintenance expenses of the distribution system such as in the distribution of water or power.
Water is distributed by BP Waterworks Inc. to residents of Urban Deca Homes Tondo Manila. The company issued a table of consumption rates in late 2020. See below. Clearly, zero consumption in the table below shows a minimum charge of Php 216 as of 2022.
